Our History

On July 29, 2019, the Government of the Republic of Equatorial Guinea signed a loan agreement with the African Development Bank aimed at financing the activities for the Assistance to the Project of Modernization of Public Finances (PAMFP) for the period 2019–2023. However, due to delays experienced during the COVID-19, the implementation period was extended to 2025.

“We have inherited a country without any structured economic base and with poorly trained human resources. The effort we intend is to lay firm foundations so that future generations have sufficient tools to continue relentlessly with the country’s advancement. This would be our honor and the pride of our nation throughout its History”.

Director of the PAMFP

The Government, through the Ministry of Finance and Budgets, is aware that the achievement of the strategic objectives requires the mobilization and effective management of significant financial resources, both material and human, and thus is committed to modernizing and strengthening its public finance management system, with a view to introducing a new administrative culture focused on the mobilization of non-oil resources in order to gradually wean the country off oil dependence and reduce vulnerability to sudden and prolonged variations in oil prices, while also improving the spending efficiency, transparency, control, accountability and economic management systems.
